Where will the document be used?

The destination country determines whether you need an apostille (Hague Convention members) or authentication + embassy legalization (non-Hague countries).

Document type determines preparation. Vital records need certified copies. Personal documents need notarization first. Federal documents must NOT be notarized.

Who issued it and in what state?

State documents go through that state’s Secretary of State. Federal documents go through the U.S. Department of State in Washington, D.C.
